This thesis is a qualitative study on the values and principles of the correctional treatment of prisoners. Goal was to disentangle which characteristics were held important from different aspects of the prisoner treatment, such as administration, personnel policy, and hands-on work. The aim was also to study if the principle- and personnel strategies had been familiarized and if the staff felt the need to discuss matters of value and principles within work.

The questionnaire study was done by using an inquiry sheet that was handed out to a hundred workers of Kuopio, Riihimäki and Satakunta prisons. Responserate was 39. The study was made mainly from the administrative point of view. Source material was used to retrieve the importance of values and principles in the way the organization works. The part of source material handling the treatment of prisoners was used to collect some of the main values and principles for the questionnaire and analysis base.

The principles held most important by the responders did not vary from the principles found in the source material. Discussing values and principles was held very important. Administration, management and personnel policy were critically appraised, which can also be a part of today’s changing process within the organization..

Prison service piloted as one of the bureaus in Arvo-plan launched by the personnel department of the Ministry of Finance. Time limit of the pilot project was until the end of year 2003 but there was not time to carry it out as a separate project. There is a notable reformation plan going on in the organization and payroll system.
